The Village of Silverton recently revised its tax code, adopted November, 19, 2015 with an effective date of January 1, 2016. For more information, please read the Earnings Tax Information section below.
The Finance Department is the fiscal office of the Village and has the primary responsibility of safeguarding the Village’s financial assets while abiding will all local, state and federal legal mandates. The department is responsible for providing accurate and timely information regarding the Village’s financial condition. To achieve this, the department provides the following finance functions:

Earnings Tax Information
REVISED SILVERTON TAX CODE
The Village of Silverton recently revised its tax code, approved August 20, 2009. The tax code had not undergone a comprehensive update for many years. The ultimate goal was to increase the clarity, ensure compliance with State code for municipal taxes, and to make selective changes regarding specific provisions. The effective date of the new tax code is October 9, 2009. The Changes are highlighted below:
Interest rate on past due taxes. The monthly interest rate on past due taxes was increased to 1.5% from .5%. [36.10 (A)]
Employer remittance of Employee taxes withheld. The requirement for remittance of Silverton tax withheld from employees was changed from Quarterly to Monthly, due on the fifteenth of the month following the month withheld (or next business day if a weekend or holiday). The effective date for this is for the Silverton tax withheld for the month of October, 2009, with the first monthly payment being due November 16th, 2009 for October withholdings. [36.05 (A) (1)]
Increased penalty rate for late payment of Employer withholding tax. The penalty rate is increased from 5% to 10% per each late monthly payment. [36.10(B) (2)]
Net Operating Loss Carry-forward. The carry-forward a business loss of any given year to offset $3,000/yr against each of the next 5 years future years’ income to reduce taxes has been eliminated. [36.03 (C) (1)]
Landlord tenant reporting. Landlord reports of tenant information are now due semiannually by January 31 and July 31, for the respective preceding 6 month tenant occupancy periods ended December 31 and June 30. Penalties for late filing (or non-filing) are $50 for the first offense, and $100 for each subsequent consecutive offense. If a penalty is not paid, each future late filing, whether or not consecutive, shall result in an additional $100 penalty. [36.14 (B)]
Please note that the taxpayer is encouraged to download the new code and review it in its entirety because in signing the return, the taxpayer accepts responsibility for compliance with the code provisions.

GENERAL EARNINGS TAX INFORMATION
Silverton adopted a municipal earnings tax on December 15, 1977. The current rate is 1.25% on gross income. Annual filing is mandatory for all residents and businesses no later than April 15th. The village does not provide reciprocity credit for taxes paid by residents to another municipality.
EFFECTIVE JULY 1, 2008 THE VILLAGE OF SILVERTON EARNINGS TAX IS ADMINISTERED BY THE REGIONAL INCOME TAX AGENCY (RITA).
Like most Ohio communities, the Village of Silverton has a municipal income tax. In 2008, the Village contracted with the Regional Income Tax Agency (RITA) through a Regional Council of Governments, to administer the collection of the income tax. RITA is a public organization established in 1971 under section 167 of the Ohio Revised Code that currently serves 139 municipalities throughout Ohio.
As a member of the Regional Council of Governments, the Village receives cost effective tax collection services through the sharing of resources. The mission of the Regional Income Tax Agency is to provide member communities with high quality, cost effective municipal services. RITA strives to service member municipalities with integrity and their taxpayers in a professional, courteous and responsive manner.
