The Silverton Service Department is responsible for the general maintenance of the city’s capital infrastructure, including street repair, snow removal, and brush and leaf collection. The service garage is located at 3869 Alta Avenue. Personnel may be reached at (513) 936-6235.
Waste Collection Services
The City of Silverton provides brush collection service weekly on Wednesdays, December through mid-October. Leaf collection service is offered daily, mid-October through November. The City contracts with Rumpke Waste Service for household waste collection. Details and responsibilities of these services are outlined below.
Waste Collection Responsibilities
This guide is provided to advise residents of their responsibilities in preparing waste (garbage, brush and leaves) for collection. The City currently contracts for trash collection with Rumpke Waste Service. Brush and leaf collection are provided by the Silverton Service Department.
The fee for your municipal waste collection services is included on your quarterly Greater Cincinnati Water Works invoice. The fee is a pass through for the city, meaning it covers the cost of providing the service plus a 5% administration fee. Silverton waste collection fees are among the lowest in Hamilton County.
Residential garbage is collected one day per week. City Ordinance No. 2197, Section 7 regulates garbage collection as it relates to containers, setout and take-in. All waste must be contained in cans of 35 gallons or less with tight fitting lids or sturdy garbage bags, and shall not exceed 75 lbs. in weight. Cans may not be placed at the curb before dusk the evening prior to collection day. Garbage containers are required to be off the streets by dusk of the day of collection. It is the responsibility of the property owner to clean up any garbage that has been torn apart or knocked over and scattered onto the property or in the street due to animals or strong winds.
All waste and trash, oversized objects, water heaters, furniture, and hard objects will be collected. Waste haulers will not collect tires, lead acid batteries, or any containers containing liquid. Lead acid batteries may be returned to service stations or battery dealers where new ones are sold. Latex paint may be set out for the trash provided it is solidified. To solidify paint, mix it with sand, sawdust, or cat litter and leave off the lid. Once it is completely solidified place it, lid off, with regular trash.
The Hamilton County Environmental Services Department provides additional information regarding the disposal of paint, batteries, tires and other hazardous waste.
The City’s trash hauler will collect “white goods” provided a certified refrigerant recovery technician has certified that chlorofluorocarbon (CFC) refrigerants have been removed. Examples of “white goods” include refrigerators, icemakers, freezers and air conditioners. A signed Refrigerant Recovery Statement is required from the owner of the appliance stating that all refrigerant has been recovered from the appliance, including the name and address of the person who recovered the refrigerant and the date that it was recovered. The Refrigerant Recovery Statement must be completed and attached to the appliance prior to collection; residents may want to keep a copy for their records, and are asked to attach the original signed statement to the appliance, enclosed in a plastic bag for protection against the elements. Trash collection takes place as scheduled on all holidays except Christmas Day and New Year’s Day. If the regularly scheduled pick-up day is on Christmas Day or New Years Day, collection will occur the day following the holiday.
Weekly curbside collection of recyclable goods such as plastics, glass containers, aluminum cans, and newsprint is available for a monthly charge through Rumpke by calling toll free (877) 888-5801. Other recycling programs are promoted and maintained through the Hamilton County Environmental Services Department.
The City’s waste hauler cannot accept construction debris from remodeling and installation contractors. The contractor must remove these items. Construction dumpsters may be leased from any certified waste hauler. Debris created by a homeowner’s own remodeling, including rugs and pads, must be tied in four foot long bundles or placed in cans that can be easily loaded by one man (maximum of 75 lbs.). The City’s waste hauler cannot accept concrete, rock, or blacktop.
Yard waste may be placed in cans or bags (both paper and plastic) and set at the curb to be collected with regular garbage. Yard waste is by definition includes leaves, grass clippings, branches (cut to 4′ lengths), weeds, and hedge trimmings. Bags and containers may not be larger than 35 gallons or heavier than 75 pounds. Silverton has eliminated the tag requirement for yard waste collection.
Brush Chipping Service
Brush chipping is an integral part of your waste collection service. The City will accept limbs, branches, and bushes that are cut down through the city’s chipper. There is no limit on length, but the diameter must be between 1″ and 4″, and limbs may not be bundled. This service is provided to all residential property for limbs cut by residents. This service is not available for limbs or trees cut by contractors. Brush may be set at the curb with the cut ends facing the street on Tuesday evening. Chipping is performed every Wednesday mid-December through mid-October. Brush service is discontinued during leaf season (approximately October 15th through November 30th). The chipper cannot accommodate twigs, vines, stickers, other small yard waste material, or foreign objects. These materials may be placed in cans or bags and placed for collection on your regular trash day. Christmas trees will be chipped whole. Autumn Leaf Collection
Beginning in mid to late October, leaves are collected Monday through Friday, rain or shine. Collection takes place during the fall months (approximately October 15th through November 30th) depending upon the weather. Leaves should be placed loose at the curb. In order to prevent injury to machine operators and damage to equipment, leaves must be free of brush, vines, and foreign debris. After the regular leaf collection period, any remaining leaves should be placed in bags or cans and set out on your regular garbage day. NOTE: THE TAG REQUIREMENT FOR YARD WASTE HAS BEEN ELIMINATED. SIMPLY PLACE THE LEAVES IN PLASTIC GARBAGE BAGS OR CONTAINERS AND SET THEM AT THE CURB ON YOUR REGULAR TRASH COLLECTION DAY.
Snow removal is one of the Service Department’s primary responsibilities. The department’s snow removal effort will be greatly enhanced if you voluntarily remove your vehicle from the street during a snow storm. The City Manager may declare a Snow Emergency when the National Weather Service forecasts three or more inches of snow during a period of 24 hours or less. While a snow emergency is in effect, no person shall stop or allow to be stopped, abandoned, or leave unattended any motor vehicle on a public street in the city. Owners of motor vehicles shall be deemed to have received notice of the emergency two hours after the official announcement has been released to the media. An owner or operator found in violation of this statute shall be subject to a fine of not more than $150.00. In addition to a fine, the owner or operator shall be responsible for all towing and storage costs. It shall be a complete defense to prosecution under this statute if the person charged has no off street parking available at his or her place of residence.
